Why most systems fail at the handoff.
Before describing the architecture, it is worth being precise about where the failure usually happens.
Most agent failures are not model capability failures. They are orchestration and context-transfer failures at the handoff points between stages. The four-stage pipeline.
A governed content pipeline has four stages. Each is a discrete function with its own dedicated intelligence, its own reference material, its own quality threshold. Nothing advances to the next stage without human sign-off at the transition point.
Stage one: The Brief.
The system does not start with a prompt. It starts with a brief that is structured, interrogated, and validated before any content is produced.
The Briefing Agent draws on a set of standing inputs — campaign objectives, audience parameters, regulatory constraints, prior performance data, and the accumulated approved briefs from every previous cycle. It surfaces conflicts, flags assumptions, and produces a brief that has been tested against the organisation’s standards before a human reviews it.
The human approval at this stage is not a formality. It is the moment where strategic intent is locked in and recorded. Every decision made here is visible to every subsequent stage.
Stage two: Strategy.
The Strategy Agent receives the approved brief and develops the content approach: message hierarchy, channel logic, tone parameters, claim thresholds. It draws on the Brand Memory — the organisation’s accumulated approved outputs — to understand what has been validated before and what has not.
In regulated industries, this is where the claim architecture is established. What can be asserted. What requires qualification. What the compliance history shows about where risk has been flagged previously.
Human approval here locks the strategic frame before execution begins. Copy cannot be written without it.
Stage three: Copy.
The Copy Agent works within a constrained brief. It knows the approved strategic parameters, the claim thresholds, the brand voice standards, and the compliance flags from previous cycles. It is not generating from a blank canvas. It is executing within a defined and documented frame.
This is why output quality compounds over time. The first cycle runs on general intelligence. Every subsequent cycle runs on the approved decisions of all previous cycles — specific to the organisation, the market, and the regulatory environment.
Stage four: Compliance.
The Compliance Agent reviews against the regulatory framework, brand standards, and the specific claim inventory that has been built and approved over time. It does not replace human compliance review. It arrives at that review with the work already documented, the claims already mapped, and the prior decisions already surfaced.
What would have taken a compliance team hours to reconstruct takes minutes. The human reviewer is making a judgement call, not doing archaeology.
The Brand Memory.
Every approval at every stage feeds a central repository. Not a document library. A structured, searchable, compounding body of institutional intelligence — specific to the organisation — that every future cycle draws on.
Approved briefs. Validated strategic frames. Compliant claim language. Rejected copy and the reasons for rejection. Compliance resolutions. Brand standard interpretations.
In any individual business function, no more than 10% of organisations report scaling AI agents. The gap between piloting and scaling is the defining challenge of enterprise AI right now.
